The hedges are the whole job here. Clipped shapes like these need cutting regularly, because once they get away from you the bare wood shows, and it takes a full season of light trims to bring the shape back. The pots get changed over as things come in and out of flower.
Steep block, three levels, and the planting is what softens all that brickwork. The trick is letting it spill over the wall edges without letting it swallow the steps, so it gets tipped back rather than cut hard. The hedge along the front is kept high enough for privacy but under the line of the hills.
Formal beds are unforgiving. Round shrubs show every missed cut, so they get shaped little and often instead of hard once or twice a year. The mulch gets topped up to keep the bed clean behind them.
